Plans for 544 apartments at former Gallaher’s site

PROPOSALS for 544 apartments at the former Gallaher’s site on the Greenhills Road have been submitted to An Bord Pleanala under new fast-track planning system.

A Strategic Housing Development (SHD) for 544 apartments at the prominent Tallaght site, which lies at the junction of Airton and Greenhills Road, is at pre-application consultation stage with An Bord Pleanala (ABP).

The landmark site was once home to Gallaher’s, a cigarette manufacturing plant, and major local employer, which closed its doors in 2003.

A pre- application for the demolition of four existing factory/warehouse buildings and the construction of  544 apartments and crèche was submitted to the planning authority by Greenleaf Homes Limited on August 29.

As reported in The Echo in June, Gallaher’s is earmarked for development, with builders spotted on-site over the summer carrying out core drilling works.

Six acres of ‘development land’ forms part of the site, which went on the market in February 2018 for €4.5m.

Greenleaf Homes Limited, the prospective applicant of the Gallaher’s site SHD, has brought its proposed development straight to ABP under the new fast-track legislation introduced last year in response to the housing crisis.

The new law applies to strategic housing developments, which are large-scale developments of 100 housing units or more, or student accommodation of 200 beds or more.

However, before an application can be submitted, the prospective applicant must engage in a mandatory pre-application consultation stage with ABP and the relevant local authority, in this case South Dublin County Council.

ABP then decides if the documents submitted constitute a reasonable basis for an application or is further consideration or amendment required.

If an application is lodged after the pre-application consultation stage, the normal process kicks in with newspaper and site notices being placed.

As part of the new fast-track legislation, a dedicated website detailing the proposed development must also go live when an application is submitted.

If given the go-ahead, the development would lie across the road from the newly opened Kilnamanagh Tymon Primary Care Centre.
